How strict are they with measuring a carry on? My carry on if you push down the front pocket is within guidelines. If you don't push it down, it sticks out and maybe goes to 8 inches. Has anybody had problems with this airline?
All of the budget airlines tend to be strict about baggage. And if they stop you and you have to check it at the gate, it can be expensive. Check their website and follow their rules would be my suggestion.

As I recall from my last flight with them, they hardly looked at my carry-on and most certainly didn't measure it. I suspect if it looks like it's within limits, they'll let it pass. However, one always has to be prepared for the alternative.

I hate pockets because they don't use the dimensions efficiently. Unless they're the same height and width as the main compartment, they add to the thickness without adding enough to the volume. Seems the answer is don't put anything in the pocket. Spread it out in the main compartment, instead.
Part of the problem is that the discount airlines pick up a lot of fees for such this sort of thing. So they have some incentive to enforce the rules. Ryan is notorious for extra fees. Vueling less so. But they have rules and you may get by if outside of the measurements. But who knows. Just because 10 other people get by doesn't mean that you will. The probability may be in your favor but I would make sure it complies or fully be prepared to pay the late check fee.

So, basically you are worrying about 0.125 inches since Veuling allows 20 cm or 7.875 inches. That's an 1/8 of an inch.
If they do check your bag, it will go into a sizer. That will push down that .125 inches. Just make sure the bag really is no more than you say.
Yes, the airlines are strict. However, if the bag can be pushed down to size, it should fit.
