Un-air-conditioned trains in Italy

We have had an unexpected problem with train travel in Italy this summer that we have not experienced before -- trains with broken or barely functioning AC. We spent over 4 miserable hours on a Eurostar City train from Rome to La Spezia. And with the reserved seats, we were not allowed to change cars. They kept looking at the panel, but the conductor just kept saying "malfunction." When an Italian woman wanted to change cars, he said " not responsible for air conditioning." And the windows on these "finer" trains don't open. All the trains have been very hot. We go to Venice from Florence on Saturday. I'm hoping for a cool spell.:)
