Next week I will rent a car on Brussel and drive to Germany . In the Rick Steve book I read the need of a Umwelt plakette for driving in many cities in Germany.
Where and how I can get this permission to drive? ??. Thanks.

According to what info this site has http://www.environmental-badge.co.uk/en/faq.html, it looks like the rental car co would have to have the car stickered with the badge. ( The processing time described is longer than you have and they need the registration etc in order to process the application)
I would contact the rental co, and ask them if their cars have the necessary sticker, or what has to be done so you comply with the law.
It looks like the fine is at least 80 euro
