I have no problem with public nudity. Would it be acceptable legally to just strip down to bra and undies to go through the new scanner? Kind of to make it easier for everyone, and kind of to prove a point... what is the minimum amount of clothing I need to wear to NOT be arrested?

Some people have done that. As far as I can tell it was frowned on - by people with a serious lack of sense of humor. If you do, make sure it isn't an underwire bra. That seems to create problems for some. It would be ironic indeed if you were arrested for public indecency because you stripped without being asked.
