I have a second class ticket that I would like to change the train time on. I went to change it and each ticket from from29 euros to 45 even though if I was staring a new reservation today there are 29 euro same class tickets. Is there anyway to email them to see if I can get the new time without having to pay more.

29 euros sounds like an Economy ticket. The fare rules for that type of ticket say that you can change it once, but the fare goes up to the Base price and you pay the difference. It doesn't matter that there are still tickets left at the Economy price.

Which, of course, drives home the point that you have to be certain of your travel plans when buying discount tickets on-line. Discount tickets comes with restrictions so why should they, would they change the restrictions just for your convenience? Buyers need to know and understands the restrictions for these types of tickets.
Because it's clear you can make a change once but not clear that it always will be more expensive
Even if the class of ticket and price is still offered when you go to make the change. They should spell it out for what it is, yes you can change tickets for an additional cost. That is only clear after you try and make the change.
