What is best low cost company to cover travel cancellation from US to France. I don't need medical coverage. Need ability to create own insurance package

Go to insuremytrip.com for a comparison of policies. Except in unusual situations most experienced traveler do not view cancellation insurance as a good value. This is a frequently discussed topic.
