We will be flying out of the Rome International Airport very early on a Monday morning (flight departs at 7:20am, to Paris and then onto the states). If we stay at a hotel near the Rome train station (central area), what is the best most cost effective way to travel to the airport so early in the morning?

The airport train doesn't run that early, so you have only two choices: taxi or airport shuttle.
Your hotel can arrange for a taxi. An airport shuttle used by some is: www.airportshuttle.it
