I have a a question for you, by any chance have any of you already applied to obtain the travel authorization called ETIAS? My other half and I are taking a 15 day river (Amsterdam - Budapest) cruise at the end of June and I heard that mid May American travelers must have an ETIAS in order to enter any European Union country.
Have any of you already applied for that? if so, where do I need to go in order to apply, how long does it takes to get the travel authorization and how much does it cost?

The short answer:
Not in effect yet, likely not going into effect in May, or even this year.
The process promises to be easy(simple online form), quick (approval in minutes), and cheap (probably less than 20 euro).
The official site says this on the top line:
ETIAS is currently not in operation and no applications are collected at this point. It is due to start 6 months after EES.

And the EES is not yet operational.
I applied for the UK version for a trip next summer. It was very easy. You'll need to upload your passport. The fee for the UK was 10 Pounds Sterling.
