Based in Salzburg and on a train pass only is it easy to get to any of the castles in Bavaria - via bus tours etc? We don't want to rent a car unless we must as we are going in a crowded time during a soccer tournament. We want to see Neuschwanstein among a couple of others.

Neuschwanstein is not exactly close to Salzburg. It will take you about four hours by train, changing in Munich, but if you leave early, you should get to Neuschwanstein before noon and have time to see the castle. But by train, or car, you will probably spend more time traveling than there.
Another of Ludwigs castles, Herrenchiemsee, is more accessible, on the way from Salzburg to Munich.
If you really want to see some his castles, make a two night trip of it. Take the train to Herrenchiemsee, then on to Oberammergau for two nights. The first morning, take the bus from Oberammergau to Füssen and see both Neuschwanstein and Hohenschwangau castles. Come back for the next night, and, in the morning, take the bus (about 15 minutes) to Linderhof. Then return via Munich to Salzburg.
