My family and I are going on a Baltic cruise. We will be arriving in London a few days prior and staying a few days after. What is most economical and easy way to get to Dover and back, not going to the airport. In Dover we are staying at the Best Western close to the cruise terminal. I have looked at National Express, but am not sure which station is closest to the hotel in Dover.

If the London folks do not answer your question, email the hotel and ask them which station is the closest. I would think you would have a train option also.

Get the train either from Victoria or the fast link from St Pancras to Dover Priory and then as you will have luggage get a taxi from outside the station. Dover is not that big a town and it would anly take about 10 minutes or so to the hotel.
