I have 2 hours to get from Milano Centrale to Milano Garibal. What is the best way to do that with luggage?

The easiest and quickest way would be by cab.

They are linked by a subway line (MM2), and only 2 stations apart. If you don't have much luggage, that is surely the quickest way. Both train stations are directly connected with the train stations.
