I am looking into a flight with Transavia with a transfer to KLM out of Amsterdam. I have never heard of this airline and would like some feedback. A carry-on bag will cost extra; the measurement needs to be 5 x 35 x 25 cm/21.7 x 13.8 x 9.9 in (under 22 pounds). Will my 21 x 9 x 14 luggage work for carry-on? I have used that luggage on KLM in 2018. as a carry-on. I can also bring a personal item of Backpack Size: 40 x 30 x 20 cm/15.7 x 11.8 x 7.87 inches. So a 20L backpack?
a cabin bag (55 x 35 x 25 cm*),
https://www.transavia.com/help/en-eu/luggage/cabin-luggage/cabin-bag
55cm = 21.6 inches
35cm = 13.7 inches
25cm= 9.9 inches
Your bag's 14" is a smidge over spec. As a practical matter it is meaningless unless you get a gate agent who is determined to measure to the last cm and enforce 'the law'
The KLM site hows the same dimensions, so if you have taken it on KLM flights you should be okay

Has KLM ever had you put it in a bag sizer before letting you on a plane?
Transavia is an Air France airline, partner with KLM and Delta. I usually carry on a soft side without wheels that size and have no problem, but it’s soft and crushes down.
We flew Transavia last year from Amsterdam to our arrival airport - Malaga, Spain. They required everyone in line to give up their suitcases - even those fitting their requirements. One guy was throwing a big tantrum! It taught me to move anything critical or breakable - medicine, iPad, etc. into my personal bag when switching to one of the smaller airlines.
Transavia changed their carry-on policy from April 3rd this year. Tickets bought before April 3rd are allowed one carry-on and one small bag (included in the price). For tickets bought after April 3rd you can only take a small bag with you. If you want to take your carry on with you into the plane you’ll have to pay. So during the summer schedule 2024 there’s a mix of issued tickets. When we flew to Athens from Amsterdam with Transavia, it was the first time that I saw that everybody (even the ones that had paid extra to take the carry-on into the plane, had to put their carry-on into the bag sizer. And I think half the carryon were refused. First time I saw empty spaces in the overhead compartment (and smooth boarding by the way).

How well did baggage claim work?
The bags that were rejected, were they really too big, or just a tight squeeze?
Transavia is actually a relatively old airline (1966) and it's owned by KLM. They're running 39 airplanes right now--mostly Boeing.
They have 90 Airbus jets on order so it appears they intend to ramp up operations soon. They appear to fly to a few major cities and to a bunch of islands and cities I've scarcely even heard of. And they have a big list of seasonal service.
