Rouen in Belgium? I've been to the Rouen in Normandy, but I haven't heard of a place of the same name in Belgium and Google doesn't seem to have heard of it either. Where is it near? If you mean Rouen in France then the answer is no, you have to go via Paris. Reims to Paris Gare de L'Est then Paris St. Lazare to Rouen.

If you are wanting to avoid the expensive TGV there is a local route Reims to Amiens to Rouen.
