I am traveling from Monterosso to Rome same-day and need to be in Rome by Noon. Is there a regional train leaving Monterosso early enough that I can catch the 6:50am ES La Spezia train to Rome? How early do the Cinque Terre trains begin running and how long will it take me to get from Monterosso to La Spezia? Thank you!

You can check all train schedules on the Italian Rail Website. Without knowing which day of the week you are travelling, as it may vary, I randomly searched on a Wednesday morning. You can leave by 07:35 and arrive in Rome by 11:58, but check the website to verify that it still would work for your day of travel.
Note that you would change trains in La Spezia for an ES City (Eurostar City) train, which has mandatory reservations. You can make the reservation once you are in Italy from any major train station, even from an automated ticket machine. Use Ron in Rome's guide for using an automated ticket machine if you will do it this way.
Very doable. However, I don't see a 6:50am ES departing La Spezia Centrale on the current Trenitalia website. I do see an earlier train run that will work quite well. CLICK HERE to see what I see.
There is a Regionale train departing Monterosso at 4:56am to La Spezia Centrale where you change to a Eurostar for the trip to Rome. You will arrive at 9:59am. You can easily buy these tickets when you first arrive in Italy or in the CT.
