I'm looking for train travel from Bratislava or Vienna to Bremen or Hannover? So far, the rate I am quoted is 170 euros. Is there a cheaper way?

Look on the German Rail website. For one date a couple of months out, I found full fare from Vienna to Bremen at €169,20.
I also found a Europa-Spezial Österreich fare for €39 pP. The Europa-Spezial fare requires pre-purchase, is train-specific, and is non-refundable, non-exchangeable.
