What is the easiest way to go from the Fiumicino airport to central Rome. Either train or shuttle. Budget is a consideration.
It depends, for a single person the Leonard Express at 11 Euro probably is best option.

How many people? If just 1-2, the Leonardo Express at 11E is best. 3-4, you might consider at taxi at a fixed fare of 40Euro. The taxi will take you to your hotel whereas once you are at Termini, you may need to take a bus or metro to your hotel. This is extra cost.
IF Budget is a concern... the least expensive way is by COTRAL bus although I do not recommend it! The next least expensive method is to take the FR1 train from the FCO Train station to Trastevere station and then get on the bus/metro system into Rome. The #8 tram will take you from Trastevere station into Largo Argentina where you can make bus connections to almost anywhere in Rome. The FR1 will cost you only €5.50 per person and the tram/bus/metro ride €1 per person.
