When I am in the DB website and I see the sparpreis fares and I check first class, am I getting a one way ticket and a seat with the restrictions as specified, I ask because prices are so low versus the prices quoted in the Rail Europe website. Can the website and price be trusted.

Yes, you can trust the DB website. Advance purchase Sparpreis fares are offered by German Rail on many routes within Germany. If you wait until the last minute to buy tickets, you'll pay full fare no matter what site you use; but there is no need to pay Rail Europe's inflated prices.
