You can buy tickets the day of travel but it will be far cheaper to get them in advance, although this will limit you strictly to a single departure time. Strasbourg station is in the north-west of the city centre and Petite-France in the south-west. I think it would be about a fifteen or twenty minute walk, probably better to get the tram if you have heavy luggage.

The cheapest discount fare tickets (Prems) probably are long gone for your travel date, but you may be able to get a Loisir fare ticket. Book at www.tgv-europe.com. To keep the site in English and to avoid being bumped to the Rail Europe site which doesn't offer discount fares, choose Great Britain as your country of residence. If you manage to get a Prems fare, you can print the ticket yourself. For any other fare you can choose to pick up your ticket at any SNCF station in France.

joanne, Gare de Strasbourg is not really close to Petite France. If hauling luggage, I'd probably use a Taxi for the trip to and from the station. If you haven't been to Strasbourg before, you won't miss the impressive station - it's a huge glass dome. Happy travels!
