The balloon ride I believe you are thinking of takes off from Parc Andre Citroen in the 15th. The Parc and ride are along the river - great park as well. The key here is that they are only allowed to fly when the wind and weather is good. I hear it is great from my 8 years old niece.
According to her it is almost as beautiful as the Tour Eiffel when it sparkles. She liked the trip because she was able to see the Eiffel Tower as well as everything else.

We have done tethered balloons here in the states several times and in Bournemouth England. It is a different way to fly, very quiet. I have only taken one untethered ride, and you sort of follow the wind, but the only problem I've ever had with a tethered ride is the wind at Bournemouth picked up unexpectedly mid-flight and we sort of jerked around a little (think fighting a kite and multiply times about a hundred). It was still fun though. Great for photography because it is so smooth and so slow.
The price for the ballon is around 10 or 12 euros and sounds like a unique experience. Obviously they won't be going up today with winds 80mph!! In good weather you must arrive early..after noon, too crowded.
