Would I have any trouble hailing a Taxi on the street to go to the Nazi Party Rally Grounds and then back to the train station? I know you could take a tram or the S-Bahn but I'm only going to be in town for a few hours and I don't mind spending the few extra bucks.
Just as easy as in Baltimore!
You won't have a problem getting a taxi to get you too the grounds from the city center, but unless your going to pay the taxi to wait for you, it will be a challenge finding one to get you back, as the area is a bit "quiet". By "quiet" I mean that when I visited there was nobody around it was just me; and certainly no taxi stand. But the S-bahn station is directly behind it:

This is pretty much what I thought. Good on the way there but maybe not so much on the way back. Looks like I'll be using the S-Bahn.
According to the Verkehrsverbund Großraum Nürnberg, www.vgn.de, it is a 9 minute ride on streetcar #9 from in front of the Hbf to the stop in front of the Doku-Zentrum, as close as you can probably get to the Reichsparteitagsgelände by vehicle. From there it is a 5 min (1/8 mi) walk. The street car leaves every 10 min and costs €2,-, one way.
I know there is a Woody Allen type joke/answer to this question ..... something about hailing and the Nazi Party, but I can't quite put my finger on it.
If one "hails" anything, or thinks it's funny to test out their Hitler or Mussolini impression at the rally grounds, expect a visit from the police. The police monitor surveillance cameras, that kind of activity is strictly verboten.
