Taxes and fees are a zoo. The taxes depend on many factors including the airports used, etc. There is not a flat rate system. Fees are even worse. Fees are anything that the airlines decides to charge. The game is played so that the initial fare which shows up on the search engines is the lowest possible. Every airline wants to on the first page of fares that pop up. Why? Because they know we are suckers to thinki that the first one we see is the cheapest even when the fine print shows that it is not. It is all marketing driven by well research consumer behavior.
