If we rent a car in Zagreb and drive it to Lake Bled and back to Croatia, are there any major charges above the regular car rate to take the car into Slovenia? How long is the drive? Is there a drop off rate to pick up a car in Zagreb and drop it off in either Split or Dubrovnik?

Joanne, I think the drive is about 3 hours. I rented from Active Rent a Car and was pleased. They offered to pick me up at the train station for free. They have offices thru out Croatia with no extra charge for dropping off anywhere in Croatia.
