Rick Steve's Avanti Rolling Tote

Heading to Scotland in May and want to use my new purchase from R.S., the Avanti Rolling Tote as my "personal bag" and take the 21 inch roll aboard as "carry-on luggage".
Has anyone rolled these 2 bags on an International flight without a hassle?

The Avanti bag looks awfully big to be considered a personal item because it's probably too big to fit under the seat. I have the Veloce bag (which is slightly smaller) and I wouldn't consider it "personal item" size. I guess I've always considered a personal item to be a purse or camera case, not a second suitcase. In the end, it's totally up to your airline. I'd be interested to know what happens.

From US Airways web site: "Personal items include a purse, briefcase, laptop or diaper bag."

This bag has a sleeve for a computer and does fit under the seat in front. Could that qualify it as a "briefcase" / "laptop case"? I hope, I hope.
