Probably not since you have an "Ehglish speaking" driver's license. But check with the rental company. They are ones who decide that unless there is a national requirement.

I used Arnold Clark in June and my DL was all that was needed.
We rented via National/Enterprise in edinburgh. Only our US licenses required...
