We will have a rental car in Lucca for a week and then want to drop it off somewhere outside of Rome. Would it be better to drop off in Orvieto and take the train to Rome or drop it off at Fumicino Airport and take a car service or taxi into Rome? We are staying at an apartment in the Campo De Fiori area of Rome. Thanks!

Drop your car at Roma Tiburtina, which is very close to the end of A24 highway, so no confusing city driving involved on medieval streets.
This whole "drop your car in Orvieto" is a bad suggestion for people who are already driving from points further north. It is almost a meme on this forum.

How many people will be in this car? If you do drop at the airport, the shuttle train to Termini station costs 14 euros per person, versus 48 for up to 4 people in a taxi.
