Considering a rail pass, I will be leaving from Amsterdam to St. Goar. Wondering if this is included in the German rail pass?

The German rail pass will only cover the part of the journey that is in Germany. You still would need to pay for a ticket from Amsterdam-German border.
As Kate says, with few exceptions, only the portion of your trip in Germany is covered by a German Rail pass. However, for less than the fare for an ICE from Amsterdam to the German Border, you can get a Europa-Spezial Niederlande fare all the way from Amsterdam to St. Goar. The Europa-Spezial fare is available online from the German Rail website. Tickets start at €29 and must be purchased at least 3 days in advance; they sell out quickly at the lowest fares and then go up in €10 increments. To get the best fare, it is advisable to purchase them early; they go on sale 3 months before travel time. They are date and train specific and have limited refundability after the day before travel. Although you may use regional trains to get to/from the express trains (if included on the ticketed route), at least one leg must be on an express train (ICE/IC/EC).
