How much luggage are you bringing to need a private car and driver? If you are going to have a long stay in Bruges, an apartment with a washer and maybe a dryer would be the best option. So you could pack coordinating clothing for one week and do weekly laundry, just like home. The apartment we rented there didn't have laundry facilities, but there was a self-serve laundromat a block away. Easy, peasy.
The direct train from the Brussels airport to Bruges takes 1.5 hours. They run hourly. You can get your ticket at the airport. No need or advantage to getting the ticket early. Having driven in Belgium, it may be faster to take the train than to ride in a car.
