I like having my cell phone with me (ATT). If the folks you want to talk to in NJ text, that is a great way to stay in touch and is cheaper than a phone conversation back to the states.

I suspect "best" will be determined by your budget. The usual options are:
Phone card
Cell Phone using roaming
Cell Phone with an Italian SIM
Skype (if you're travelling with a Netbook or Laptop
It would be easier to make specific suggestions if you could provide a bit more information on your situation (ie: do you have a Cell phone and which network are you with; is this an urgent call where cost is no object).
I always travel with a Cell Phone and have just used roaming so far. For short calls (less than 5 minutes), I'd probably just make a quick call and pay the roaming charges.
