HI Preeta, Paris and Switzerland are pretty far apart. You would lose a whole day of your trip transferring between the two. If I were you, I would pick one and focus on that. Travelling with a toddler, you will only be able to do one major site per day in Paris if you want to retain your sanity (I've done it!), so a full week seems short! That said, I would choose Paris. The people are fond of kids and it's an easy city to manage. I don't think your little one would enjoy being schlepped around Switzerland as much. From their point of view, playgrounds and ducks in Paris: fun. More cable cars and mountains: boring.
The TGV will get you to Paris in about 2 hours from Lux City, which seems reasonable with a little one in tow. I would recommend a centrally located hotel in case you need to pop back in for a nap or disaster managment. Be sure to take a sturdy stroller for lots of walking in Paris.

"...Paris and Switzerland are pretty far apart..." All of Switzerland's cities are connected to Paris by direct TGV high-speed trains. Basel to Paris is only 3 hours away.

Switzerland and Paris are only about three hours apart. I don't see why you couldn't do both. What I'd ask myself is, what would I do with a 1 year old there. In Switzerland, your hiking would be limited to trails you could carry your toddler on. But you could carry them and trains and children seem to go together. The scenic trains are uncrowded and probably a good place for small children. In Paris I'd pick an apartment over a hotel because you could manage feeding and naps better. But I'd be puzzled what to do with a really small child in Paris. There are tons of parks and people are kind, but museums would be difficult as would eating out late. Long walks isn't really a toddler thing either.
