This has anything to do with rental cars. It is related to customs laws.
BTW, Canada has similar regulations: Canadian citizens cannot travel back to Canada with an American-registered car.

It seems that that is much more likely to bother a local resident rather than a rental driver. I'm sure a rental desk will say, as will the contract, where cars may not be taken.
