Maybe there are some residents-only fares in Peru? Have you tried booking on the LATAM website?

If I click on either i it says:

“You'll complete your booking on a local website, which is subject to that country's regulations, language, currency, and available payment methods. International transaction fees may apply.”

Doesn’t appear to be a nationality discount. All I can think is that there are a few US rights, like cancel for free within 24 hours or full refund if canceled, that they charge extra if you want them? It’s a US dollar listed fare either way.

Google offered me a crazy deal on an open jaw from Mexico -> Europe -> USA. (How that routing came to be is a whole different story.) It was an AA ticket on BA metal.

Linking out from Google took me to AA's Mexican site, where I could hold the booking, but not apply an AA credit I had. I called in to use the credit and the currency rules on the ticket didn't allow the use of a USD-denominated credit on a Peso-denominated ticket. (Though I paid AA in USD.) The rep, when she saw the price I was getting, said, "But you're going to book this anyway, even with the credit, right?

I didn't think to check if it had different restrictions/fees on cancelation.

So I guess the lesson is to try Latin American native Spanish websites for cheaper fares than are offered on the English versions.
