I don't think so. US airlines already provide cash refunds for significant changes, as required by law. All the DOT is doing is defining a significant change which currently is different from airline to airline. The DOT will consider a significant change to be 6 hours for international flights. Most US airlines consider a change to be significant between 2-4 hours. For example Delta is 3 hours. So, I'm more wondering if us economy folks will no longer be eligible for a cash refund if our flights didn't hit the 6 hour mark.

What might be helpful is that the airline will not be able to hide the fact that you are owed a refund. Many offered vouchers to individuals who had canceled flights during COVID and never told them that they had the right to a full refund. If you didn't know to ask for it, you got a voucher. Sneaky airlines.
