A new law comes into force in France making it compulsory for drivers to carry a breathalyser kit. It will apply to foreign drivers and on-the-spot fines will be levied, starting in Nov (when the grace period expires). The fine is minimal - 11 euros. I wonder if rental car companies in France will be providing these in their cars?
I would expect they would. Every time I have rented a car in another country, any required safety equipment has been there, such as fluorescent safety vests. This wouldn't be any different.
When this info first came out, some rental companies were on record as saying they would provide them 'for free' (right!), while others may perhaps have a separate charge for them. I've read that the rental companies are required to provide them...Be Sure you know where yours are before you leave the rental company lot! Remember - if you visit your cousin in Munich and the two of you decide to boogie across the border - in HIS German car - into France for a weekend, make sure you've got a few brethalyzers with you!!! This law applies to ALL cars, not just rental cars (apparently everything but 2- and 3-wheeled cycles). Same thing if you're rented a car in Italy and venture into France for a few days before returning to Italy - you need a few of these for your car. We found one easily at a gas station a few weeks ago.
We picked up a car on July 2nd and it wasn't in there. My sister-in-law tried to buy one for her car, but every place was out. It will all fall into place over the next few weeks.
