more questions re carry on rules

Hello,
I have some follow up questions re carry on rules:

  1. How many < 3 oz bottles liquids allowed per person or bag?
  2. If a larger container(e.g. 4 oz) is only half full, e.g. only 2 oz liquid, does that make a difference, or do they go by size of the container?
  3. Are water bottles a problem??
  4. What about hard solid soaps, any problem??

The following rules apply to all liquids, gels, and aerosols carried through security checkpoints.

All liquids, gels and aerosols must be in three-ounce or smaller containers. Larger containers that are half-full or toothpaste tubes rolled up are not allowed. Each container must be three ounces or smaller.
All liquids, gels and aerosols must be placed in a single, quart-size, zip-top, clear plastic bag. Gallon size bags or bags that are not zip-top such as fold-over sandwich bags are not allowed. Each traveler can use only one, quart-size, zip-top, clear plastic bag.

They don't care how many bottles, as long as they fit in the one quart ziplock bag and the bag zips shut. Half full 4 ounce containers don't cut it, the size of the container does matter. Full water bottles are a problem - however I've taken my empty Platypus bottle (rolls up flat when empty) and filled up after security, no problems.

I have been told by four TSA agents - independently - that the size limit is 3.4 oz. Really, all they are looking for is - does everything fit in the bag? Solid soaps and deodorants, etc. do NOT need to be in the bag. I have even taken to traveling with tooth powder instead of toothpaste.

I've been on the hunt for toothpowder (my dad used it when I was a kid). Where did you find it?
