I know that Monaco is it's own country so I just wanted to see if I have a a select Eurail Pass and France is one of my countries, will Monaco be included in that as well?

An interesting question! I think it must be because we travelled via Monaco from Villefranche-sur-mer to Pisa and I confess I never thought about it. We left from VSM and changed trains in Monaco. We had a railpass and did not pay any more - we were on aunreserved train for that leg.

Monaco doesn't have it's own train system, it uses the french network. Thus in this case, it's considered to be part of France.
