I see RS has a recommended maximum size bag of 9x14x21. Does this size also meet any restrictions for local transit - the train from Paris to Chartres in particular? Can’t find any information on that website.

Yes that meets the restrictions. You can bring as many bags as you can carry on that route.
Hi Courtney, I don’t think there are any luggage restrictions on the train but be aware that you will need to be able to put it in an overhead rack or store it at the end of the aisle. Keep an eye on your luggage or consider bringing a bike lock to secure it.
We took that train, in fact, we took it immediately after flying into Paris. I had a rolling carry on bag and a back pack (rather large at that). My husband had the same. No issues.
There are no baggage limits on trains. No porters. No checking. If you can carry it, you can bring it.
You show up on the track a few minutes before departure, get on the train, find your seat, find a place for your bag, and off you go. No security, no checking in.
