We are traveling from USA to Berlin, Germany. We land and connect flights in CDG. Do we need to collect our luggage and recheck it to clear customs in CDG.

No as long as you booked it a one ticket.
When you checkin for your first flight confirm with the agent that your bag will go all the way to Berlin.
Also the bag tag and your claim check will list both airport codes on it with Berlin listed first and CDG 2nd

And I’ll just add that you’ll go through Immigration (movement of people) in Paris, as well as security again so have your pockets empty.
When you get to Berlin you will go thru Customs (movement of goods) but you probably won’t realize it, just a green door where the whole crowd is exiting through.
Sorry if you knew that but many get Immigration and Customs confused.
