We (2 older women) are scheduled to arrive at Heathrow at 8:10pm on Icelandair (in June.) Is it feasible to take the Heathrow Express, then go from Paddington to accommodations in the Victoria Station area at that hour?

Sure. But I am not sure if you would save much time over taking the tube to Victoria Station. You do have to make one change and it takes about an hour but you are still making a change at Paddington and it is a much longer walk for the change.

It is possible. However, I would recommend that you take the tube from Heathrow. Take the Piccadilly line from Heathrow. Change at Hammersmith to a District line train and then exit at Victoria. If you take the Heathrow Express to Paddington, you have to change to the tube and the transfer to the circle line involves a really dreadful set of stairs. Alternatively, you could take a taxi from Paddington. The tube will be a lot less expensive and won't take much longer.
