Yes, buy your Rheinland-Pfalz-Ticket at the Koblenz Hbf (main train station). According to the Eurolines site, the bus stops at the intersection of Metzer Strasse and Doktor-Vogeler Strasse. According to viamichelin.com, that intersection is 5.5 km from the train station.

Yes, buy the R-P ticket at a DB ticket machine.
From S'brücken's main station, catch bus 123 to the Hauptfriedhof and walk to the Touring bus stop from there - the corner of Metzer Str. and Dr. Vogeler Str. Fare is 2€ or so, maybe 20 min.

okay thank you so much for all the help, i decided on the way back to go to KÖLN from KÖLN to Koblenz Hbf because there more train times in KÖLN.

To return to Koblenz, you won't be able to use the R-P ticket alone from Cologne. You'll need an additional ticket for Cologne to Bonn, about 7-8€, from a VRS ticket machine in Cologne, since Bonn is the northernmost station eligible for travel on the R-P ticket.

"i was going to take a BD train from KÖLN to koblenz" Right. The R-P ticket and the VRS ticket I mentioned are good on the regional DB trains betweeen Cologne and Koblenz. But actually, I was still wrong to suggest these tickets - you don't need this combination of tickets from Cologne, which will end up being more expensive, as long as you are only traveling as far as Koblenz. The normal price for a ticket from Cologne to Koblenz is only about 18-21€ anyway, depending on the train you catch. You would only want the R-P ticket on the return trip if you're traveling via Saarbrücken.
