Really not surprising if you've ever driven over here. On my daily commute I'd estimate that at least 25% of the drivers I notice are on their cell phones despite it being illegal.

Italy is a fabulous place however, when we visit it seems virtually every Italian is on a cell phone, who can they all be talking to for so long a time? Are cell phone rates in Italy super-cheap? If you watched the video you saw how the driver was steering the bus. I do want to learn how to drive using my elbows, now that is a true skill. HA!

Most of Italy runs their cell phones on pay as you go plans. They are not enormous plans like most Americans pay for here in the US. Usually ends up being cheaper for them, but they also do not use smartphones as often as Americans, if I recall correctly from my time studying there.
