How to pay an Italian traffic ticket

RESOLVED and update:

Thanks for your quick replies. I sent a wire transfer through Charles Schwab. There is no fee—as per a reply below Schwab will send 3 wire transfers per month without fees. I called Schwab and uploaded the Italian docs and the rep created the transfer. Several respondents questioned if this was a scam, but it was a legit ticket. Hertz had notified me and sent a copy of the violation. Interestingly the letter says I must pay within 5 days of the date of the letter or late fees are added. But it took 16 days for the letter to reach me. I did not and will not pay the late fee.

I received a notice from the Commune of Parma with a notice to pay a speeding ticket. I can’t figure out how to pay. Hertz website had no info and I couldn’t get past their unhelpful bot.
The letter says to send a “transfer” and specifies an IBAN number. No website provided.
I went to AAA and they suggested going to Walmart to send a money transfer but Walmart can’t send to a government agency.
Does anyone know how to pay this?

I'll assume you've received a real notice, not some sort of scam, in which case it sounds like they want you to send an international wire transfer. Many banks allow you to fill out an online form to send an international wire in a foreign currency. You can check with your bank to see what they charge to send an outgoing international wire. And then find out what information they need to send the wire, besides the IBAN number - often details such as bank name and address.

Alternatively, you can use a service like Wise.com, which also charges a fee.

I just sent an international wire from Schwab, which charges $0-$25 (fees vary, check for your specific account) with a very low markup on Euros.

Be sure to verify the address you are sending the money. Verify the ticket as well. There are many foreign scams as well as in the US.

Quite a number of posters have reported Wise has fees much lower than their banks.

Did you also have a charge from Hertz for providing Parma with your info?
When we received tickets from Venice, our rental agency sent us an email with a copy of the tickets. We had 2. We had a small charge of about 25€ on our CC first.
My husband was able to read the tickets and paid accordingly.
As stated above, make sure it isn’t a scam.

The IBAN system is used for banking in Europe and is not compatible with the US system. The best advice as given above is to use Wise. You can send $ to them and then set up a payment in € to the IBAN account number you have received. Fees on Wise are really inexpensive compared to banks or brokerages. Be used them frequently with no problems in any transactions initiated by me or receipts from others.
