It's terrible that the man has suffered permanent neurological damage. But the first stroke happened before they even left the gate. Surely they could have insisted on deboarding at that point?

Stroke protocol is about an hour, onset symptoms to CT to rule out bleed or not. Simple. And the cabin crew should have been taught this. You do not have to be medical to learn it.
I fail to see how the full claim was reduced by a percentage due to shared responsibility. The family member should have been more of an advocate. But they we probably unaware of timevframes also.

I was on a flight from Seattle to Minneapolis. A man had gone to the bathroom and then came out, staggering then collapsed in the aisle. The flight attendants immediately went to assist him, asked if there were any doctors on board and informed the captain. A neuro-surgery nurse was on board along with two doctors. The doctors deferred to her and she was connected to Alaska's medical team. She diagnosed a grade 2-3 stroke on one side. They diverted the plane immediately.
