can anyone recommend a decent 2 - 3 star hotel with air conditioning/

In Florence I like to stay in the Hotel Casci. A double room is $150-225 a night. It's about a block from the Duomo near the Mercato Centrale, about 500 yards from the railway station. It's a very friendly family run hotel with a great breakfast and free internet service in the lobby. Rick has some less expensive recommendations.
La Spezia is not very scenic. You might want to look at Rick's recommendations on the coast.

I do not claim to be a seasoned traveler but have spent about two months investigating hotels for the same areas. I utilized Rick Steves books, Lonely planet, individuals on this site and finally Tripadvisor reviews. All of my hotel bookings are for dbl rooms and are in the heart of the city, close to attractions. All have A/C. They are as follows:
Rome - Hotel Smeraldo - 130 Euro
Venice - Hotel Casa Verardo Residenza d" Epoca - 249. Euro (a splurge). They have a sister property connected called Casa Kirsch
Florence - Hotel Pendini - 130. Euro
Avignon - Best Western La Magnaneraie - 405. euro total for 3 nights.
Cinque Terra region - Monterroso - Hotel Villa Steno - 150. euro
Hope this helps.
