Has anyone recently, last 6 mos been able to rent a car in Italy or France,from Hertz using POINTS,

Sorry, I wasn't allowed to do this when i recently rented a car in France. I have done it in other countries a few years ago, but not these days in France. Not sure about Italy. I believe there was a scheme in place that you could use SOME of your points towards the price but not all. Cheers
