Upon arrival at Heathrow Airport, can you stay within the airport once you go through customs? We are traveling from Baltimore, our friends are traveling from Boston. There is a 3 hour time difference between the flights, so we'll need to kill some time before meeting up to take the Heathrow Express into London.
Yes, of course. And it is immigrations then customs
Two suggestions: Cut the confusion by travelling separately to your hotel and meet there.
Stay in the transit area to pass the time, as if you were changing to another flight. These areas have cafes, shopping, etc. Once past immigration, luggage claim and customs, almost all international airports offer very few facilites for lingering.
We have a group BritRail Pass, so we need to leave from the airport together. Also, our first destination is York. Thank you, though.
Do you know the two flights will arrive at the same terminal? Heathrow's website mentions the official meeting points:

Using the link Nick provided you can find maps to share with your friends to pick out a spot that might, for instance, be near a coffee shop where you can sit down and relax. Three hours seems like a long time but airports have a way of eating up the hours.
Agree with the previous post. Just plan to meet at the hotel. Flights can be delayed, so why take a chance of waiting at the airport for hours after a long flight. Due to a couple business trips backing up to vacations in Europe, my husband and I have arrived on separate flights on two different occasions. Both times, we just made it to the hotel on our own. Eliminates the worry of the "what ifs".
