It is known as "the Tarmac Task Force". The members of that "Task Force will vote, November 13, 2008, on guidelines for airlines and airports on how to craft their own contingency plans for dealing with Lengthy Tarmac delays at airports. But the Task Force recommends leaving it up to airlines and airports whether they follow the guidelines or ignore them.
