Any help with knowing what to expect if there is a ground transportation strike in Italy? I arrive into Florence on the 13th. I will be flying carry-on so maybe that will help?

What time do you arrive? The strike does not start until 1:00 PM and ends at 5:00 PM. Not sure what groups of employees it affects exactly, check-in and baggage handling are mentioned, so carry-on is good planning. Safety operations should be unaffected, so if your plane lands, while delays, you should be able to deplane.
Aside from that, many strikes never materialize, or enough operation continues to let you get by.
