Cheapest is flying, if you book far enough in advance. Check www.whichbudget.com and www.flylc.com to find discount airlines flying from Paris to Rome. Avoid Ryanair, which uses the euphemistically-named "Paris-Beauvais" airport, which is a 90 minute bus ride (an an additional cost) northwest of Paris.
We just used Ryanair and were happy with it. Yes, you have to take a bus but it was a nice ride through the French countryside. The airport is a small, user friendly airport. Even with the fee to check our bags, it was much cheaper than any other fllight I could fine, by far.
They have a comfortable, clean shuttle bus that drops you right at the door of the airport, with luggage storage underneath so you don't have to wag it on the bus.
We would do it again.
Ellen - we've used Ryanair,, Easyjet, and Vueling to go to Paris. Once you get past all the "add-on's" they are all pretty similar in price. For us, we like to come into CDG and FCO... so we usually go with Vueling!
The other airlines head into or out of Ciampino (too far from us) and Beauvais (WAY TOO FAR out for us..). With the larger airports there seem to be more affordable, and JUST more options for in-town transportation! I do miss Orly, because it's convenient.. but last time it was there we both remarked that needed a face-lift!
We're flying to Paris for 4 days this weekend and yes, we are on a Vueling flight. I think our round trip was under 100 Euros each. But we are doing only carry-on and avoiding all those extra charges!
