German Rail - Buy Online Now or At the Ticket Counter There

We arrive in Germany on Dec 5 with plans to travel by rail from Berlin to Dresden, Regensburg, Ulm and Stuttgart. Better to buy the rail tickets online before we get there, or will we find the same or higher/lower rail tickets at the stations?

You can usually get a discount through Deutsche Bahn if you buy over the internet in advanced. If your itinerary is fairly well set, this might be the better option for you.

The standard ticket prices you see on the Bahn website are the same prices you would pay at the counter, no more or less. You can also get them online at any time. The best discounted tickets can be purchased in advance
(3-92 days), online, from the German Rail website. If you wait until you get there, you can only pay the standard fare. If you purchase from RailEurope, the tickets will always cost more. Other than maybe Berlin to Dresden, most of the travel you're indicating can be better done with Länder-Tickets and regional trains.
