If one uses Global Entry already, there is no change.

This is a restriction on any more New York state residents applying for Global Entry.

Apparently, it also applies to re-enrollment. So, doesn't that affect anyone currently enrolled?

If their Global Entry is expiring anytime soon, yes.

I guess it depends how long this stand-off lasts.
